I been looking for a foreign exchange program to Japan without a language requirement and is not really expensive. Is there any programs like that? If there is please tell me and have a link, if you can.

You should look into both YFU and Rotary. Rotary is the cheapest, but most competitive. However, YFU has some nice scholarships. YFU does not have a language requirement for Japan. I don’t believe Rotary does, but not positive.

You could also check with AFS and Aspect. Whichever you try, make sure it is CSIET listed and check with your school counselor for a recommendation as well.
